Howard Rosenblum

Mr. Rosenblum is the Chief Executive Officer of the National Association of the Deaf (NAD). He oversees the operations of NAD to carry out its mission of preserving, protecting and promoting the civil, human and linguistic rights of deaf and hard of hearing people in the United States. From this vantage point, he was instrumental in the NAD v. Netflix case which resulted in the application of the Americans with Disabilities Act (ADA) to videos on the Internet. Mr. Rosenblum brings with him over twenty years of experience as a disability rights attorney including: nine years as a Senior Attorney at Equip for Equality, a non profit organization designated as Illinois’ Protection and Advocacy entity; and ten years before that with a private law firm that served various needs of people with disabilities and their families. His legal practice has been in the areas of disabilities rights and special education. He has provided numerous workshops nationally and internationally on the ADA, the Rehabilitation Act of 1973, and Individuals with Disabilities Education Act (IDEA). In 2010, he was appointed by President Obama to serve on the U.S. Access Board. Mr. Rosenblum received his law degree from IIT Chicago-Kent College of Law (1992), and his Bachelor of Science degree in Computer Engineering from the University of Arizona (1988).
